Talent International are currently recruiting for a People & Culture Director to work for a QLD Government department based in the Brisbane CBD. This position is a 6 month contract role with the potential to extend.

Role Summary
This position will lead the People and Culture initiatives and projects for the Client and will be responsible for working very closely with the Human Resource services team including working with people in: 

* HR Services (employee relations, employee performance, HR policy, workplace rehabilitation, WH&S, entitlement processing, recruitment services); 
* Strategic Workforce Services (learning and development, workforce planning, culture development). 

The position will be leading and implementing the People and Culture Framework and finalising the action plan and implementing initiatives as part of a broader customer-focused transformational journey underway across the Organisation.

The focus of this role is to ensure an effective, efficient and equitable approach to human resource management in the area of culture at the Organisation by leading the provision of capability and culture development, related Human Resource policy and strategy, advisory and support services. 

The People and Culture director role will work with the functional Human Resource services and will be positioned in the Transformation Delivery Office, whilst engaging with the project executive (Executive Director, Corporate Services) for the people and culture framework implementation.

Role Responsibilities 
The People and Culture project director (approximately 6 months with possibility of extension) will be responsible for:

  • Lead the implementation of the People and Culture framework and associated action plan.
  • Lead and implement robust, high quality Human Resource management frameworks and systems to inform effective decision-making within the organisation; 
  • Lead and develop full capabilities of Human Resource team members and managers across the organisation; 
  • Leadership of strategic human resource projects focused on culture to support the organisation's priorities; 
  • Oversee, advocate and champion a culture of learning, customer service, professionalism, safety, integrity and ethics across the organisation;
  • Provide strategic advice and support to senior leaders, and managers on role modelling and locally implementing the people and culture framework; 
  • Other duties as directed. 

Skills & Experience Required

  • Senior leadership experience in and knowledge of contemporary human resource management principles, relevant legislative requirements, government policies and practice together with a proven record of delivering the full range of Human Resource services, with a specific focus on driving targeted cultural initiatives and positive people engagement outcomes..
  • Demonstrated HR Generalist breadth of knowledge with specialist expertise in employee relations, and/or people and capability. 
  • Experience in the successful development and implementation of human resource management strategies. 
  • Previous success leading and implementing human resource initiatives for an organisation including workforce planning. 
  • Demonstrated ability to engage influence and contribute to organisational strategy and translate such strategy into operational deliverables. 
  • High level conceptual and problem solving skills including the ability to anticipate risk, analyse evidence, draw accurate conclusions and provide advice on policies, strategies and solutions with respect to a wide range of human resource and general management issues. 
  • Previous success in building service capability and responsiveness, steering and implementing change and driving delivery of human resource services through continuous improvement, innovation, building capability, effective planning, and resource and project management. 
  • Demonstrated ability to understand and influence individual behaviour and organisational culture to improve the management of employee conduct and work performance. 
  • Capability to foster a HR consultancy team or project team to provide sound technical HR knowledge to partner with clients to advance organisational initiatives. 
  • Demonstrated ability to build and maintain productive relationships with internal and external stakeholders and are able to provide advice that is rigorously considered and based on a clear rationale. 
  • High level interpersonal skills including leadership, conflict resolution, contract negotiation, delegation and consultation appropriate to a senior leadership role. 
  • Previous success in developing the knowledge, skills and capabilities of HR team members, or project team members and can build a supportive and cohesive work environment. 
  • Demonstrates commitment to public service values and the Code of Conduct. Provides impartial and forthright advice, challenges important issues and responds to pressure in a productive manner. 
  • Demonstrates persuasive communication skills and the ability to negotiate and engage effectively with colleagues and staff at all levels. 
  • Excellent communication skills to oversee print and electronic media, to promote the organisations services and products to enhance the relationship between the Office and customers.
